Project Description
Dating back to 1795, Higher Mill stands as one of the surviving examples of historic industrial architecture within Dartmoor National Park. Listed as Grade II in 1933, this historic building forms an integral part of the Buckfast Abbey Estate. Classic Builders was appointed to deliver a sensitive alteration and conversion project to unlock the building’s hidden commercial potential. The principal aim was to transform the structure from its previous underutilised role as storage into premium, office accommodation, while successfully retaining the ground-floor retail and storage spaces. The scheme went on to win the prestigious ‘Heritage Project of the Year’ Award in the Michelmores Property Awards.
Restoring an 18th-century mill required engineering ingenuity and respect for original features. As the property is surrounded by Scheduled Ancient Monument (SAM) consented areas – including historic cobbled paving adjacent to a local graveyard – the team established strict protection protocols to ensure zero site damage. Inside, the team uncovered historic timber frameworks that required extensive cleaning and structural preparation. Working in close collaboration with the client, Classic Builders proposed an innovative solution to install a custom sub-floor system between the existing floors, levelling the workspaces to a modern tolerance without disturbing the historic fabric. Additionally, an existing external stained-glass window was carefully salvaged and integrated into the new internal partitions, showcasing the building’s original design aesthetics.
The 230-year-old industrial mill required an extensive mechanical and electrical (M&E) overhaul. The team integrated a fully custom M&E installation featuring an advanced ventilation system and modern IT infrastructure, ensuring a high-specification internal fit-out that did not compromise the building’s listed status. To maximise natural light within the workplace, a large, contemporary glazing package was installed alongside structural alterations.
This complex construction programme was executed within a live environment. By maintaining transparent communication with the Abbey’s estate team, Classic Builders managed shared site access routes and minimised noise disruptions, ensuring the daily spiritual and commercial operations of Buckfast Abbey continued smoothly without impact throughout the build.
The completed mill stands as a highly functional asset for the estate, proving that heritage buildings can be sustainably repurposed to support contemporary commercial needs without losing their historic value.
