Project Description

Classic Builders was appointed by Torbay Council to deliver a landmark industrial development at Lymington Road in Torquay. The £4.3 million scheme forms a key part of Torbay’s growth strategy—creating modern business accommodation, improving local infrastructure and supporting long-term employment in the area.

The development comprises five high-specification steel-frame industrial units designed to BREEAM-aligned principles. Each double-height unit includes loading docks, mezzanine floors, dedicated kitchen and toilet facilities, EV charging, and energy-efficient lighting. Externally, the buildings are finished in a mix of natural stone and metal cladding, reflecting the town’s industrial character while presenting a contemporary identity for inward investors.

The scope of works included complex enabling and foundation works around a live culvert, substructure blockwork, structural steel erection, precast concrete floors, masonry superstructure, roof cladding with photovoltaic arrays, and an engineered drainage and attenuation system. The wider site improvements delivered new coach bays, a covered waiting shelter, improved wayfinding, enhanced lighting, and a new accessible WC—transforming the former coach station into a welcoming and functional gateway to Torbay.

“I’m delighted that the development at Lymington Road is now complete. The coach station is a much-improved destination for those arriving in Torbay, and Lymington Enterprise Centre offers superbly finished units in a location where local businesses can thrive. I’d encourage interested parties to arrange a viewing as early as possible to see what the units can offer.” – Cllr David Thomas, Leader of Torbay Council

Delivered under a Single Stage Design and Build contract, Classic Builders adopted a transparent and collaborative approach from the outset. Our in-house design management team coordinated architectural, structural and MEP inputs to fast-track the pre-construction process, achieving full design sign-off within two months. This ensured an on-site start aligned with the client’s critical funding deadlines. We worked hand-in-hand with Torbay Council’s project managers to identify value-engineering opportunities, maintain cost certainty and satisfy strict public-sector reporting requirements.

The project demonstrates Classic Builders’ capability in delivering complex, multi-disciplinary schemes to tight timescales without compromise on quality. Through proactive risk management and close collaboration with stakeholders, we achieved early milestones that safeguarded £2 million of external funding and enabled continuous delivery through a challenging site environment.

Although the project was not required to achieve a formal sustainability certification, it incorporated a range of environmental measures including photovoltaic panels, EV charging points for every unit, smart metering, and ecology enhancements such as bird and bat boxes.
The Lymington Road development showcases Classic Builders’ commitment to collaboration, quality and local economic growth—delivering new commercial facilities that set a benchmark for sustainable regeneration in Torbay.
